GO 111 not needed, will scrap it: K Chandrasekhar Rao | Hyderabad News

HYDERABAD: In an attempt to resolve the long-pending issues related to GO 111, which restricts construction activity within a 10-km radius of Osmansagar and Himayatsagar, chief minister K Chandrasekhar Rao on Tuesday announced that the government will soon rescind GO 111 after getting the expert committee report.
He said GO 111 has now become ‘redundant’ as Hyderabad no longer depends on the two reservoirs for its water requirements.
KCR admitted that 1,32,600 acres in 83 villages falling under the purview of the GO were facing problems. “I have directed the chief secretary, municipal administration department, and HMDA, headed by the municipal minister, to look into the issue. Once the expert committee report is submitted, we will lift GO 111,” the CM said in the assembly.
“If the ban is lifted suddenly, it may lead to anarchy as huge chunk of land is involved. The government is also planning to impose some restrictions such as green zone, master plan on the lines of GHMC for development,” he said.
Responding to Chevella MLA Kale Yadaiah’s request that many small and marginal farmers were facing problems due to the GO, where all residential colonies, major hotels, commercial establishments and polluting industries were banned within 10-km radius of both the lakes. KCR said the city has been getting sufficient water from Godavari and Krishna rivers for the past few years and Singur was added earlier.
“The government has decided to draw 40 tmc ft of water from Krishna at Sunkisala in Nalgonda at a cost of Rs 1,450 crore for which works have begun. There is a plan to bring water from Mallanna Sagar (Kaleshwaram project) to the city. If these are completed, the city will not have problem for the next 100 years,” he said.
The GO 111 was issued by the united AP government on March 8, 1996, to protect the catchment areas of Himayatsagar and Osmansagar, which were the main sources of drinking water to Hyderabad then. The or- der was issued based on the recommendation of the expert committee appointed by Hyderabad Metropolitan Water Supply and Sewerage Board.
There has been demands from farmers and realtors to withdraw the GO. Some villagers and local elected representatives had even staged protest programmes earlier demanding that the state government lift GO 111 as it had become a major problem for development in their areas. Interestingly, the issue has been a political issue during every election for the past 20 years in assembly constituencies in Rangareddy district and all major political parties have assured to help farmers as there was a huge difference of land value that comes under GO 111 jurisdiction compared to land parcels outside it.
