HYDERABAD: Nalgonda MP N Uttam Kumar Reddy of the Congress has demanded that chief minister K Chandrasekhar Rao first clear all the pending bills before launching the 5th phase of the Palle Pragathi programme in June first week.
In a letter to CM KCR, Uttam alleged that bills worth crores of rupees pertaining to various works executed during the first four phases of Palle Pragathi among others were still pending. The non-clearance of pending bills has pushed hundreds of gram panchayats into a financial crisis.
While the development in such gram panchayats has been crippled, the sarpanches who borrowed money or took loans to get works done are facing a severe financial crisis and a few of them even committed suicide, he alleged.
Uttam was addressing a series of meetings in different villages in Huzurnagar constituency in Suryapet district on the 9th day of rachabanda programme/Rythu Bharosa Yatra in Nalgonda Lok Sabha constituency.
The sarpanch of Vishwanath Colony in Hanamkonda, Vallepu Anitha Ramesh, has taken to daily wage labourer work to clear Rs 8 lakh loan which she took on interest to carry out the development works in the village. This is not an isolated case as a large number of sarpanches are faced with a financial crisis due to non-clearance of pending bills, he alleged.
The Congress MP demanded that the state government issue a white paper on the village-wise pending bills of Palle Pragathi and other works. “CM KCR should conduct a review meeting on the pending bills for gram panchayats and set a clear deadline by which all the pending bills would be cleared,” he demanded.
Several sarpanches took loans and even sold their properties to get development works done. The situation in small gram panchayats is worse. There is no money to pay for diesel, electricity bills, tractors’ EMIs. The pending bills have caused financial and mental distress to thousands of sarpanches in the state, he alleged.
The government should immediately clear all the pending bills and also pay compensation to the families of sarpanches who committed suicide, he demanded.
