Telangana budget on February 3, session to last for week | Hyderabad News
The budget will be presented at 12.10 pm. The session will begin on the same day both in the legislative assembly and legislative council. The budget session is likely to continue for a week.
Like in the previous sessions, the assembly and council session will begin without the customary governor’s address as the state assembly has not been prorogued in the last one-and-a-half years. This will be the second straight budget session, which will begin without the governor’s address. In 2022 too, governor Tamilisai Soundararajan was not invited to address the joint session of the assembly and council.
Since there is no governor speech, the assembly and council get into the business directly without any motion thanking the governor for her speech. Official sources said after presenting the budget on February 3, the assembly will take up debate on budget from February 5 where both opposition parties members and ruling party members will speak on budget allocations. Officials said the business avisory committee (BAC) of the legislative assembly will decide the business of the House after te budget presentation.
Sources said the government may take up a debate on the Centre’s bias against Telangana, non-cooperation, failed assurances, grants and budgetary proposals.
The state government has been claiming that it was supposed to get Rs 40,000 crore in 2022-23 from the Centre by way of Fiscal Responsibility and Budget Management (FRMB) rules. Initially, the FRBM was fixed at Rs 54,000 crore but later, it was reduced to Rs 39,000 crore by the Union government, which resulted in a direct cut of Rs 15,000 crore, officials said.
“Chief minister K Chandrasekhar Rao wanted to hold the special session on the FRBM issue in December 2022. But due to some reasons, the session could not be held,” a senior CMO official said. The government is also planning to discuss on denial of funds to the state under MGNREGS. The Centre did not release Rs 1,100 crore to the state under the central job scheme.
There were speculations that the government may table a bill removing governor as chancellor of Telangana state universities and condemn her for sitting over bills which were approved by the assembly in September 2022.
