Don’t demolish any building in Osmania General Hospital: HC to Telangana | Hyderabad News
HYDERABAD: Warning against demolishing any structure in Osmania General Hospital, the Telangana high court on Friday ordered inclusion of two experts in the committee constituted by the state government to study structural stability and heritage aspects of over 100-year-old buildings on OGH premises.
The court also directed the state government not to demolish any building or any part of the structures in the OGH without seeking permission from the court. A bench of Chief Justice Satish Chandra Sharma and Justice Abhinand Kumar Shavili was hearing two batches of pleas.
While one of them sought total demolition of the OGH to pave way for a modern hospital complex, the other batch was asking for renovation, restoration and protection of the heritage structures. They said the OGH is spread over 26 acres and the government can build new complexes within the premises without razing the heritage structures. They recalled that it was they who had insisted that the state experts committee should include heritage experts along with structural engineers.
The bench directed the government to include IIT Hyderabad director and Hyderabad-based head of the Archaeological Survey of India (ASI). They or their nominees must join the state experts committee when the latter commences its inspection of OGH buildings, the bench said.
State counsel Radhive Reddy said the government has constituted a committee with engineer-in-chief and GHMC city planner. “They are taking the help of experts from NIT Warangal. We will also rope in experts from JNTU,” he said.
The committee has already visited the OGH on March 19 and conducted a soil test and hammer test. Tests related to structural stability are yet to be done, Radhive said. The bench said since JNTU functions under the government, experts from the IIT Hyderabad and the ASI should be on the committee.
When one of the petitioners said the government was already planning to demolish the structures, the bench said the committee with the newly-inducted members should visit the OGH. The case was posted to July 22.
